A valid question. I think the same can be said for Houston: any city that had oil, medical, and shipping as the pillars of its economy would have done well over the past decade. Our public policy hasn’t hurt, but is it reasonable to expect that in other parts of the country *without the same industries* the same policy would have the same outcome? I don’t think so. That’s not to say we shouldn’t look to Texas (and Houston) for a lot of successful policy ideas — only to say we should look at each policy with a critical eye and not accept on blind faith that all the success the state has experienced in the past decade has been exclusively because of our government.
